The Woodstock Public Library District was created by Chapter 499 of the Laws of 1989 (New York State). The district is governed by a publicly elected eleven-member board of trustees. The term of office is five years. Candidates run at large.
The annual election to fill board vacancies is held on the first Thursday in October. Prospective board members must petition for candidacy. Eligibility to vote in the Library District election is based on eligibility to vote in the Woodstock town elections. When a board member vacates their position mid-term, interested community members can apply to join the board. See the policy and application on filling a board vacancy

Board of Trustees Meetings:
All regular meetings are held in the library and are open to the public. Meetings may occasionally be hybrid (both in-person and virtual) in accordance with Chapter 56, Section 103-a of the Open Meetings Law. When hybrid meetings are necessary, members of the public can email circ@woodstock.org to request the Zoom link for the meeting. Meeting agendas and documents will be posted here no less than 24 hours before each board meeting. Recordings of past board meetings are available on the Library’s YouTube channel.
